The HCPA Government Relations & Public Policy team is dedicated to pursuing policies that promote sound scientific reasoning, foster competition, and enable product innovation. We leverage long-standing relationships and strategic partnerships to grow HCPA’s influence with legislators and regulators. At HCPA, our advocacy methods are intended to bolster the Association’s reputation as the trusted voice of the household and commercial products industry. The 118th Congress (2023-2024) will be seen as one of the least productive in history. Despite the institution’s partisan divide, HCPA’s federal engagement aimed to improve regulatory outcomes for the industry by spotlighting chronic management challenges and inefficiencies within key federal agencies, including the Environmental Protection Agency (EPA). Due to escalating polarization in Washington, D.C., HCPA prioritized advocacy resources for state-level engagement, where progressive legislatures and governors pursued legislative and regulatory agendas that would significantly impact supply chains, packaging, sustainability, and consumer choice. The HCPA team worked collaboratively with national, state, and local allied trade associations, non-governmental organizations (NGOs), and lawmakers to temper legislative overreach, while protecting and promoting the essential role of our member companies that manufacture and distribute trusted and familiar products. The 2024 election cycle will usher dramatic changes to the federal construct both on Capitol Hill and within myriad regulatory functions important to household, industrial, and institutional product manufacturers. There were a few notable changes and partisan shifts in state legislatures, which precipitated a clear ideological divergence between the nation’s capital and seats of state government. With dozens of newly elected members of Congress, countless state legislators, and forthcoming Executive Branch appointees, HCPA remains committed to advancing the best interests of the household and commercial products industry.
