Members direct the policy agenda of the association through Advisory Councils
HCPA member companies develop positions and strategies to help advance policies that support industry interests. Positions developed by the councils are used for formal meetings with policymakers and for testimony used at hearings.

HCPA Advisory Councils
Air Quality Council
The council addresses all air quality issues facing the household and commercial products industry, including those related to volatile organic compound (VOC) emission reductions, maximum incremental reactivity (MIR) reductions, ozone standards, indoor air quality, hazardous air pollutants, and particulate matter at international, federal, state, and local levels. AQC recommends policies and helps implement all legislative, regulatory and scientific policies and programs related to all air quality issues.
Federal Advisory Council
The council identifies key federal legislative issues affecting HCPA member companies and develops positions and strategies to help advance federal legislative policy that supports industry interests. Positions developed by the committee are used for formal meetings with legislative policymakers and federal regulatory agencies.
International Advisory Council
The council monitors issues outside the United States relevant to the household and commercial products industry and acts on them where appropriate, through participation and representation in international forums, collaboration with international allied trade associations, and engagement with U.S. government agencies. The council also serves as a platform to educate HCPA members regarding the compliance requirements for products and serves as a forum for information sharing via an international industry network.
Program Committee
The committee explores ideas to improve meetings and events via member surveys on recommended changes to the Mid-Year and Annual meetings, including business-to-business forums and events and common programmatic themes. The committee works closely with staff on these and other matters affecting meetings and makes recommendations to the Board of Directors.
Regulatory Advisory Council
The council identifies key federal regulatory issues affecting HCPA member companies and develops positions on those issues, most often through formal meetings with and written comments sent to regulatory authorities. The council also serves as a forum to help educate HCPA member companies regarding the regulatory compliance requirements and voluntary programs for industry’s products under various federal agencies.
Retail Engagement Work Group
The Retail Engagement Work Group facilitates manufacturer collaboration with retailers to increase communication with consumers, respond to new trends, and comply with new retailer requirements.
Scientific Advisory Council
The council develops positions on all scientific issues that affect the household and commercial products industry, focusing on key areas that require scientific oversight, review, or action, while also monitoring a broader range of emerging issues. The council coordinates division scientific activities, offers a review of projects and proposals that may have broad HCPA membership implications, and develops educational programs, seminars, and publications where needed to support key issues being addressed.
State Advisory Council
The council identifies key state legislative and regulatory issues affecting HCPA member companies and develops positions and strategies to help advance policies that support industry interests. Positions developed by the committee are used for formal engagement with policymakers and testimony used at hearings.
Sustainability & Product Stewardship Council
The council serves as the central forum and coordinating entity for making strategic decisions, communicating information, and operating technical task forces related to sustainability and product stewardship. Specific focus areas include certifications and claims, sustainable packaging and Extended Producer Responsibility (EPR) policies, and sustainable chemistry initiatives.
